Request for medical certificates for housing
The demand for non-essential letters, reports and certificates represents a major problem for GPs and diverts substantial time from direct patient care. In recognition of the scale of the problem and as long ago as 2001, the government introduced a policy specifically aimed at reducing this burden in Making a Difference – Reducing General Practitioner (GP) Paperwork.
This contains the following mention of the problem in relation to housing allocations; “GPs will be approached regarding housing allocations only when their input is essential and no one else can provide it.” The target date for achieving this objective was April 2002.
There is no contractual or professional obligation to provide housing certificates free of charge under the NHS. In view of the increasing scale of the problem in this area, local GPs are advised to refuse housing certificates unless they are essential.
Some GPs may be prepared to provide a medical certificate for this purpose, a service for which they may charge an appropriate fee.
